Admin setup for Mail Merge for Gmail and Sheets
To let people in your Google Workspace™ organization use Mail Merge for Gmail™ Sheets™ (App ID 213303404172), a super administrator either installs it from the Marketplace with Admin install or adds it to the Marketplace allowlist, and makes sure API controls don’t block it. This page is also for users who see this message from Google:
We are sorry, but you do not have access to this Addon. Please contact your Organization Administrator for access.
The message comes from Google, not from the add-on. It means your organization restricts which Marketplace apps can run. Reinstalling doesn’t help; only an administrator can turn it on.
What the add-on accesses
When installed, Mail Merge asks for these permissions (OAuth scopes):
| Scope | What it’s used for |
|---|---|
spreadsheets.currentonly |
Read recipients and write statuses, only in the spreadsheet where the user runs the add-on, not in all their files. |
gmail.send |
Send the emails from the user’s own Gmail account. |
gmail.compose |
Read the user’s Gmail drafts to use them as email templates. |
gmail.readonly |
Read the content and attachments of the chosen draft. Google shows this as “View your email messages and settings”. |
gmail.addons.execute, gmail.addons.current.action.compose |
Show the small Gmail side panel that explains how to start a mail merge. |
drive.file |
Only the Google Drive files the user picks for personalized attachments. |
contacts.readonly |
Import Google Contacts, when the user chooses to. |
userinfo.email, userinfo.profile |
The user’s email address, to check their plan, and name, for the sample row. |
script.external_request |
Connect to api.docgpt.ai for the plan check and for open and click tracking. |
script.container.ui |
Show the sidebar and dialogs in Google Sheets. |
script.scriptapp |
Create the one-time trigger that runs a scheduled campaign. |
All scopes start with https://www.googleapis.com/auth/.
What data leaves Google?
- The user’s account email goes to api.docgpt.ai to check their plan and free emails.
- With open and click tracking on (the default; users can turn it off per campaign), the tracking image and links in each email carry the sender’s email, a campaign ID and the recipient’s email address. docgpt.ai stores open and click events (recipient address, time and clicked link) to show statuses in the sheet.
The emails themselves are sent by Gmail from the user’s own account. For details, see the Mail Merge privacy policy.

You need to be a super administrator of the Google Workspace organization.
Option A: Admin install (recommended)
- Open the Mail Merge for Gmail Sheets Marketplace listing.
- Click Admin install, review the data access, and choose who gets the add-on: everyone, or specific organizational units or groups.

Option B: Add the app to the allowlist
- In the Admin console, go to Apps → Google Workspace Marketplace apps → Apps list.
- Click Allowlist app, search for Mail Merge for Gmail Sheets (App ID 213303404172) and select it.
- Choose the organizational units or groups that may use it and save.
- Check that Marketplace settings allow users to install allowlisted apps.
Also check API controls
- Go to Security → Access and data control → API controls → Manage App Access.
- Make sure Mail Merge for Gmail Sheets is not set to Blocked.
- If your organization blocks unconfigured third-party apps, or restricts access to Gmail or Drive, click Configure new app, find the app by App ID 213303404172, and set it to Trusted or to the access your policy requires.
Google Workspace for Education: for users marked as under 18, apps stay blocked until they are allowlisted or installed by an administrator, and the school is responsible for any required parental consent.
If the app shows Partially granted after an update, open it in the Admin console and click Grant access. Changes can take up to 24 hours to apply.

Email to forward to your administrator
Subject: Please enable the “Mail Merge for Gmail Sheets” add-on for Google Sheets (App ID 213303404172)
Hi,
I’d like to use the Google Workspace Marketplace add-on “Mail Merge for Gmail Sheets” by docgpt.ai to send personalized emails from Google Sheets through my own Gmail account. When I open it, Google shows: “You do not have access to this Addon. Please contact your Organization Administrator for access.”
Could you enable it for me (or for my team)? Either option works:
- Admin install: open https://workspace.google.com/marketplace/app/mail_merge_for_gmail_sheets/213303404172 , click “Admin install” and choose my organizational unit or group.
- Allowlist: Admin console → Apps → Google Workspace Marketplace apps → Apps list → Allowlist app → search “Mail Merge for Gmail Sheets” (App ID 213303404172).
Please also check that it is not blocked under Security → Access and data control → API controls → Manage App Access.
The permissions it asks for and the data it uses are listed here: https://docgpt.ai/docs/mail-merge/admin-setup
Thank you!
Still stuck?
